William (Bill) G. Becker, III

Bill Becker co-founded The Maine Heritage Policy Center in November of 2002 and served as its president and CEO until December of last year. He has remained on the board and continues to serve as president of the board of directors.

In January of 2008, Mr. Becker left to become a financial advisor with Edward Jones in Falmouth, ME. However, he remains engaged in public policy issues, bringing his experience in the national think tank movement, his experience as a founder of a think tank, his role in forging alliances with public policy and political organizations, his experience in candidate and referendum campaigns as well as his knowledge of the foundation and corporate giving community to the Institute.

Steve Brown

Steve Brown joined Code Hennessy & Simmons (“CHS”), a Chicago-based private equity firm, in 1994. After holding numerous positions at the firm, he was promoted to Partner in 2003. Mr. Brown currently co-heads the firms investing activities within the Food and Consumer Product industries. Prior to joining CHS, Mr. Brown was employed by Heller Financial, Inc. in Chicago, Illinois where he held various positions within Heller’s commercial leveraged lending and real estate departments.

Mr. Brown holds a B.B.A. from the University of Michigan and an M.B.A. from Northwestern University. He currently serves on the Board of Directors of Rinker Boat Company LLC and American Laser Centers, and is a past Board member of Weasler Engineering, Monona Wire Corporation, Norse Dairy Systems, Otis Spunkmeyer, CII Technologies, and Cerex Advance Fabrics.

Mr. Brown has played a leadership role within his church, Glenview Community Church, and has participated in numerous other community and social organizations. He is currently in the process of joining the Boards of Catalyst Schools, a private/public school partnership model in urban Chicago as well as Safe Families, an alternative child welfare model being implemented in many urban communities including Chicago. Steve has been married to his wife Carolyn for 10 years and has three children; Audrey (8), Mitchell (6) and Eleanor (3).

Terry T. Campo, Esq.

Terry T. Campo is the Illinois Policy Institute Vice-Chairman of the Board and a partner in the Washington, DC-based law firm, Farrell & Campo, specializing in energy, environmental and transportation regulation. A native of Springfield , IL , Campo was a Republican candidate for Congress in the 20th District in IL in 1994 and served as National Chairman of the Young Republicans from 1989 to 1991. Following his term as Young Republican Chairman, Campo was the Treasurer for the youth division of the International Young Democrat(ic) Union, an organization founded by Margaret Thatcher, Helmut Kohl and George H.W. Bush to train young political leaders in Eastern Europe .

Mr. Campo held political posts in the Reagan Administration, where he served as the General Counsel and Director of Legislative Affairs for the independent federal agency, ACTION, and later as its White House Liaison and Representative to the President’s Council on Private Sector Initiatives. Prior to becoming General Counsel of the independent agency, Campo also served as a political appointee as the Special Assistant and chief of staff for the General Counsel of the U.S. Department of Energy, where he served as the principal counsel to the 1987 Energy Security Study.

From 1983 to 1985, Campo served as a Counsel to the U.S. Senate Judiciary Committee, where his principal client was Sen. Charles Grassley’s (R-IA), and later as the General Counsel to its Subcommittee on Administrative Practice and Procedure.

Mr. Campo is a graduate of the University of Illinois at Springfield and Chicago-Kent College of Law, Chicago . He now resides in Arlington, VA.

Kevin L. Spudic

Kevin Spudic is an entrepreneur and local activist with real estate holdings in downstate Illinois. Mr. Spudic is president of Evolution Scout, Inc. and a former C-130 transport navigator in the Illinois Air National Guard. He has served on numerous tours in the Operations, Plans and Programs Division at the National Guard Bureau, Pentagon as well as the Air National Guard’s management training center in Vienna, VA.

A native of Staunton, IL , Spudic holds a Bachelor’s Degree in Aviation Management from Southern Illinois University. He resides in Billings, MT.

John Tillman

John Tillman serves as Chairman and CEO of the Illinois Policy Institute. A successful entrepreneur, John has built and led organizations in the arenas of political activism, retailing, e-commerce, and internet access. His years of experience in the business world have given him firsthand knowledge of the power of free markets and the importance of accountable government.

John currently serves on the boards of the Sam Adams Alliance and Sam Adams Foundation, where he also served as president and COO for both organizations during their start up phase. Prior to his time with Sam Adams, he served as president and director of Americans for Limited Government, where he helped ALG grow from a single, part-time employee in May of 2004 to a staff of approximately 25 that had a significant impact on political activity in 13 states in 2006. An experienced speaker on the principles of liberty and the role of government in our society, John has appeared on outlets ranging from Fox News to National Public Radio.

An active member of his community, John remains involved with a number of civic organizations, including serving in the voluntary capacity of village president in his community. He is a member of the North Center Chamber of Commerce and he is a former vice president of the Board of Directors at the Neighborhood Boys & Girls Club in Chicago. John and his wife, Julie, live in the north suburbs of Chicago, where they are raising their 9-year-old daughter, Lauren.
